caretaker goverment - the power of incumbency

The constitution Of Malta should provide clearly that the during the election campaign the caretaker government should not have the authority to sign/give contracts, appointments and engagements. It can only carry out the necessary requirements for the day to day running of the country. This will help to have a more clean electoral campaigns and avoiding the 'buying of votes 'at the very last days by the incumbent government. In my opinion this is a MUST.

however I was under the impression that this is already the case. Caretaker means caretaker. The fact that the present government prides itself in that it is work as usual is erratic, and to be condemned if not wholly overruled.

But as you know, Joseph Muscat doesn't even bother.
