I think that negative income tax is a good tool to increase the lower wages. As we all know income tax is deducted from every wage by the employer which in turn pass it on to the IRD in the form of PAYE. for lower wages, instead of Tax being deducted, it will be added back to the pay packet and thus increasing automatically the respective wage. At end of month this will be reflected in the PAYE as usual.
