Beyond Tribal Politics

Presently the choice is between PN and PL; this may be contributing to increased apathy from a growing section of the electorate. One seat in parliament is equivalent to approx. 5000 votes from the same electoral district. The smaller parties are managing to get over 5000 votes but spread across the 13 electoral districts. I would like to suggest that for every say 5000 votes won by different PD candidates, they will be given the seat from those PN candidates elected from two electoral districts

Coalition governments have been successful in a number of democracies, even within the EU. I see no reason why it would not work in Malta?
