Introduce Road User Charge

Reduce use of vehicles by introducing a road user charge. This could be zone-based (similar to Valletta scheme and London Congestion Charge) or distance based (e.g. Singapore). Benefits include: less congestion; less pollution, fewer accident; reduced road wear and tear; more road capacity that could be freed-up for cycling lanes, bus-lanes, etc. Electric vehicles could be exempted.

Vehicle registration and road license already charges for such use.

This is unlikely to be palatable. However if the circulation tax is lowered and a congestion charge raised in such as way that the average cost is the same, those who drive less will save money.
