We all agree that the IIP program has to be cleaned up. The problem with IIP is that it is an outright sale. I don't believe it should be tied up to residency. Billioners won't come to live here just to get citizenship. I believe it should be tied up to investment ... real investment. That is bring their businesses to Malta and employ a number of people here. Not by buying bonds!
