Reward hard-working employees

Employees, both government and public, should be rewarded if they: a) do not take more than 3-4 days of sick leave each year; b) are always on time; c) are dedicated and honest, etc.. There should be a review of each employee each year by his/her supervisor. Raises should be based on the grade each employee obtains, and not automatic. One of the worse disincentives of working in the public system is whether you do your job assiduously or do the bare minimum, you get the same raise.
