I suggest creating a freephone/website whereby people can call and report abuse, corruption, injustices, etc. Confidentiality should be guaranteed. Upon providing proof and an investigation confirms the abuse, etc., the person who made the report in the first place, should get a reward. I suggest €1,000.
May not be monetary but an incentive will surely help. People tend to become passive. Creating an incentive will trigger reaction. Let's be honest, we all know at least 1 person who abused/abuse the system... what will make us act on it? For some it's money, for others may be anger and feeling cheated. Easy access and confidentiality are also key.
