EU nationals to be able to ride 125cc motorcycles

At present, EU nationals cannot ride a 125cc motorcycle/scooter without transferring their license to a Maltese one. This means for 6 months they either use the bus, or buy a car. The car is simplest option for most but this only adds to the traffic problems. By allowing eu nationals to go through the 10 hour training and obtain the certificate the extra burden on the roads would be reduced. The EU has a harmonised system of licensing so this would be easy to keep track of.
