A one time cash payment for mothers who are over e.g. 55 years of age who way back hadn't the opportunity to utilise maternity leave and they couldn't return back to work. So they opted to stay at home and raise their children, earning one pay (husband's). When these women reach their pensionable age they don't have their own pension since worked for few years. They still worked all their lives and contributed to the society indirectly. Maybe today they are also raising their grandchildren.
