The biggest resource we have as a small island, is our human capital, yet we constantly export the single best resource at our disposal as large firms and large research companies seem to be able to easily pry the smartest people and convince them to leave the country. The proposal is that research needed by the government on any of its initiatives is done at the University. This will also mean an increase in research funding at University, leading to better resources, in a justifiable manner.
