Incentivising the use of Bicycles to reduce the traffic prob

Large cities such as Paris have employed a system where bicycle commuters are paid to commute by bicycle through the use of an electronic meter. Such a system will incentivize people to use bicycles instead of their cars, hence reducing the big traffic problem our island has. A pilot project can be set up for university students where their stipend will increase if they commute to university by bicycle.

Points

Another idea is to have small scooters without licence like in Italy, surely this would reduce the number of cars from our roads.

Ideally would go for electric bicycles, since we have plenty of uphills, won't imagine myself going to the office all sweaty & smelly especially in summer.
