The government could allocate small allotments (a small number of m2) againt payment to interested individuals for the aole purpose of agricultural plantation. An effort should be made to ensure that Such allotments should be made available in every to town.
I was going to write exactly the same idea. There is a lot of unused agricultural land that can be used this way.

This idea had already been introduced on an experimental basis by the previous government and proved to be hugely popular. There were plans to extend it beyond the 55 allotments of the pilot scheme but the new government scrapped everything and forced out the allotment holders.
