Establish a structure to facilitate the setting up of Life Plans for parents to enter into an agreement with Government for future planning for their disabled dependents after they are unable to care for them any longer, or after they pass away. These Plans include the creation of trusts which can be reviewed in accordance with changing situations. They will establish the contribution of the family and of Government throughout the dependent’s life.
May I suggest the removal of the terms 'parents'. Not all persons with disabilities are dependent on their 'parents'; there are those who are dependent on spouses, siblings, other relatives.
